Abstract: This report opens with a discussion of the contingent work force and the public policy issues associated with this labor market development. The focus of the report then narrows to analyze in detail one component of the contingent labor force, namely, temporary workers. Who and how many are they? Why have firms increased their use of temps supplied through staffing companies? Does temporary status in and of itself confer relatively low wages and few benefits? What policy responses have been advocated?
