Number: RL30024 Title: U.S. Global Climate Change Policy: Evolving Views on Cost, Competitiveness, and Comprehensiveness Authors: Larry B. Parker and John E. Blodgett, Environment and Natural Resources Policy Division Abstract: Arguing that "the developed country Parties should take the lead" in reducing emissions, the Convention states that developed countries shall aim toward returning their greenhouse gas emissions to their 1990 levels by the year 2000. In line with this goal, developed countries were to adopt national plans and policy options to mitigate climate change by reducing anthropogenic emissions and enhancing sinks. As discussed later, the United States submitted such plans in 1992, 1994, 1997, 2002, and 2006. Pages: 21 Date: January 28, 2008
