Abstract: This report discusses amending process on the floor of the House of Representatives gives Members an opportunity to change the provisions of the bills and resolutions on which they are going to vote. This report2 summarizes many of the procedures and practices affecting this process, which can be among the most complex as well as the most important stages of legislative consideration. The discussion that follows is intended to be a useful introduction; however, it is not exhaustive and it cannot substitute for a careful examination of the House's rules and precedents themselves, for close observation of the House in session, and for consultation with the parliamentarian and his associates on specific procedural problems and opportunities.
