The report explains the different forms of voting on the House floor and the procedures for obtaining and conducting each type of vote. The report also considers quorum requirements that apply in the House and in Committee of the Whole, and how Members may enforce these requirements. The report concludes with discussions of the right and responsibility of Members to vote and circumstances under which more than a simple majority vote is required to decide a question.
