For TDA's FY1999 funding, the Administration had requested $50 million, up 20 percent from the FY1998 level of $41.5 million, but down 23 percent from its peak funding level of $65 million in FY1994. Congress enacted $44 million for FY1999 in the omnibus appropriations bill (H.R. 4238, P.L. 105-277).
