Abstract: On October 23, 1998, Israeli Prime Minister Netanyahu and Palestinian Authority Chairman Arafat signed the Wye River Memorandum which delineates parallel, incremental steps to be taken over a 12-week period to complete implementation of prior agreements. Congress may be concerned about provisions that appear to expand the U.S. role, especially about unusually visible Central Intelligence Agency activity concerning implementation of security measures and U.S. aid commitments.
