Abstract: Legislation affecting the revenues of the federal government usually is considered separately from legislation providing annual appropriations to federal agencies. Notwithstanding this general feature of the legislative process, revenue provisions are included in annual appropriations acts from time to time. This report discusses the procedural context of this practice and identifies several such provisions enacted during the 1980s and 1990s.
