Abstract: Measures are called up for Senate floor consideration under Senate rules and by long-standing customs. The Senate sets its floor agenda flexibly because it can rely either on its rules or customs to set the order of business. This report first treats those processes or customs most often used by the Senate and then discusses some procedures less often used to call up measures.
