Typically, the programs provide civilian youth with educational and leadership opportunities in order to help them succeed as students and adults. The programs are often targeted towards youth populations which are considered to be at disproportionately high risk for drug abuse, crime, academic failure, or unemployment. This report focuses primarily on two programs: the National Guard Challenge (ChalleNGe) program and the STARBASE (Science and Technology Academies Reinforcing Basic Aviation and Space Exploration) program.
