Chite, Environment and Natural Resources Policy Division Abstract: A $6.1 billion FY1998 supplemental appropriations bill (P.L. 105-174), signed into law on May 1, 1998, contains $175.6 million in additional spending for agricultural programs within the U.S. Department of Agriculture. Of this amount, $159.8 billion is provided to help agricultural producers recover from various natural disasters. Another $15.8 million is for non-emergency supplemental spending within USDA, primarily for farm loans and the Department's civil rights activities.
