This background report describes the livestock production industry today along with public health and environmental concerns related to the industry. It summarizes policies and programs of the Department of Agriculture and the Environmental Protection Agency and recent Clinton Administration initiatives; state laws and programs concerning animal waste management; and dialogues on problems and solutions initiated by some segments of this industry.
