Abstract: This report provides a brief overview and "walk through" of the statutory mechanisms of the independent counsel law, including the role in the independent counsel process of the Attorney General of the United States, and the special three-judge panel of the United States Court of Appeals. The current independent counsel law has a five-year "sunset," and will expire in June 1999.
