Abstract: Title III of the House-passed version of H.R. 2676 (105th Congress), the Internal Revenue Service Restructuring and Reform Act of 1997, contains a number of provisions designed to strengthen taxpayer rights in dealings with the Internal Revenue Service. This is one of a series of report designed to discuss the taxpayer protection and rights provisions. It discusses the proposal to expand a court’s authority to award attorneys’ fees and costs in certain cases and the proposal to permit taxpayers to collect damages for negligent collection actions by IRS agents.
