Abstract: This report describes the liability scheme in the Superfund Act-who is liable for what, and under what standard-and discusses the policy choices that lead to its creation. It then explains the changes in that scheme that would be made by the two committee-reported Superfund reauthorization bills in the House (H.R. 1300 and H.R. 2580) and by the House Committee on Commerce minority substitute, introduced by Representative Towns.
