Number: 97-947 Title: The Appropriations Process and the Congressional Budget Act Authors: James V. Saturno, Government Division Abstract: Each year Congress considers a series of appropriations measures that provide funding for various federal programs. These measures consist of regular appropriations, supplemental appropriations, and continuing resolutions. The House and Senate have established procedures that make consideration of these measures distinct from other legislative matters. In particular, the Congressional Budget Act of 1974 (titles I-IX of P.L. 93-344) provides a timetable for the consideration of appropriations, and allows Congress to establish limitations on the level of funding they supply.
