Number: 97-441 Title: Commercial Fishing: Economic Aid and Capacity Reduction Authors: Andrew G. Read and Eugene H. Buck, Environment and Natural Resources Policy Division Abstract: Congress has considered several approaches to address concerns about overcapitalization and excess capacity in the fishing industry. Alternative approaches, such as community development quotas and individual transferable quotas, seek to meet some of the same objectives. Pages: 31 Date: April 14, 1997
