Abstract: The "21st Century Patent System Improvement Reform Act," H.R. 400, consists of six titles dealing with various patent reform issues. This omnibus patent reform bill is nearly identical to H.R. 3460 of the 104th Congress, which was reported favorably by the House Judiciary Committee but was not enacted. On March 5, 1997, the House Subcommittee on Courts and Intellectual Property marked up and approved a slightly revised version of H.R. 400.
