Noto, Economics Division Abstract: The FY1998 appropriations bill reflects the substantial changes in the financial relationship between the federal government and the District of Columbia made by the National Capital Revitalization and Self-Government Improvement Act of 1997, enacted August 5, 1997. The Act eliminated the traditional federal payment and annual federal contribution to certain District of Columbia retirement funds. In exchange, the Act transferred financial responsibility for several governmental functions from the District’s budget to the federal budget and authorized a federal contribution to operations of government of the nation’s capital of $190 million for FY1998.
