Abstract: The Clean Air Act Amendments of 1990 encourage states to pursue market-based approaches to improve air quality. This Congressional Research Service report discusses one such approach, Accelerated Vehicle Retirement (or Cash for Clunkers), which provides cash incentives for owners of highly polluting vehicles to scrap them. The report includes information on completed pilot projects and programs under development in six states.
