After discussing the constitutional requirements for bicameral agreement, the report begins with the process of reaching agreement through an exchange of amendments and messages between the houses. The report then focuses on conference committees, including the decision to go to conference, the process of appointing and instructing conferees, the rules governing the conduct of conference committees and the content of conference reports, and finally, the procedures by which the House and Senate act on conference reports and amendments in disagreement.
