Whittaker, Economics Division Abstract: Section 4(e), added to the Fair Labor Standards Act in 1961, allows the Secretary of Labor to assess the impact of domestic labor standards, under the Act, upon the position of the United States in world trade. If an adverse impact is found, the Secretary is directed to make a report to the President and the Congress. Rarely used, the provision remains a part of the statute.
