Abstract: U.N. Secretary-General Boutros Boutros-Ghali's recent call for U.N. Member States to consider the creation of a special force to perform U.N. peacekeeping operations has provoked renewed scrutiny of U.N. capabilities to promote global peace and security. This report provides background on the proposal and clarifies some points that U.S. policymakers would need to consider in judging its possible merits.
